The proposal of the MOBA Movement, presented to the public at Media conferences in the Media Center Association of Journalists of Serbia on 14th January 2025.

METHOD OF FORMATION, PURPOSE, COMPOSITION AND DURATION:

- Goal of PVS: Peaceful transition of power – After the resignation of the current president
The “Government” was also dissolved, the resignation of the “President” of the Republic was also dissolved of the National Assembly, i.e. the returned mandate to the people, the Transitional Government of Experts (PVS) takes over the preparation for the held first free,
democratic and fair elections;
- Goal of PVS: Peaceful transition of power – After the resignation of the current president

- If the regime refuses a peaceful transition of power? – If the regime refuses a peaceful transition of power, then a general strike will be organized until resignations are given and PVS will be formed without a transition, with the motto – “Serbia must stop in order to move forward”.

- Basis: In accordance with the Constitution of the Republic of Serbia, Article 2 paragraph 1, Article 18 paragraph 3, Article 53, Article 56 paragraph 2 and the internationally recognized standards applied

- Who chooses PVS? –
Citizens of Serbia on strike/resistance and citizens in dispersal elect PVS by unbiased voting;
- Who chooses PVS? –

- Who can be nominated to PVS? – All candidates who want to become part of the PVS team must submit their work resumes and must have at least 20 years of work in the profession;

- Required PVS – PVS is elected for a period of 12 months from the moment of formation;

- Composition of PVS – the basic form of the organization is the formula 1+10+3;
- The basic form of the PVS in the event that the resigned regime accepts the peaceful return of the mandate to the people: the PVS will be composed of: the Prime Minister and the Government for one year, + ten coordinators of the Transitional Government for –
economy, finance, agriculture,
education, science and culture, judiciary, army, police, health, youth and physicl culture, foreign
affairs, the National Bank + two delegated representatives of the Government in resignation, + Aleksandar Vučić;
Note: Why Aleksandar Vučić? Because HE ONLY KNOWS all the Contracts that were concluded on behalf of the citizens of Sebia, the circumstances under which they were compiled and which may be useful for their annulment or redefinition for the benefit of citizens Serbia. That does not mean his amnesty!
- What if the regime rejects the proposal 1+ 10 + 3? – In case the ruling coalition refuses
formula 1+10+3, PVS will be formed according to formula 1+10, without the representative of the ruling regime in resignation; - Coordinators – All coordinators have assistants and associates who will reach out
from the ranks of delegated members of students and youth, delegated members of all existing representative trade unions, as well as delegated members of other professional associations, agriculturalists and other economic representatives; - Political organizations – Prohibition of political parties that acted against the state and citizens of Serbia (SNS;
SPS, SRS, DS, G17 and others who participated in the destruction of the state from
the time of Slobodan Milošević until today), redefining the way political entities are financed, adopted Lex specialist. - Direct democratization – Preparation of in-depth reforms of the political and economic system for the introduced principles
and the rule of direct democracy; - Constitutional Court – Drafting of the Law on
to the Constitutional Court of the Republic of Serbia with a special chapter on executive powers of the Constitutional Court;
TASKS:
- ELECTIONS – Preparation of the first free, democratic and fair elections at all levels in accordance with the Constitution and laws in force;
- Media – Adopted Lex specialis “Law on media freedom and REM”. Activated free national frequencies to PVS, for a period of one year, i.e. until the first free elections are held;
- Lustration – Drafting of the Law on horizontal and vertical lustrations;
- Investigating the origin of property and seized illegally acquired property –
Adopted Lex specialis of the Law on Origin and confiscated illegally acquired property from
1990 to 2024; - Protection of national resources – Drafting of the Law on the Protection and Return of National Resources to State Ownership and the adopted corresponding Decree with immediate effect;
- Stolen and abducted children: Adopted Lex
specialis based on the proposal of the Law on “Stolen Babies” in the Republic of Serbia –
enforced disappearance of minors, who has
submitted to the National Assembly for adoption
18.10.2024. - Youth protection – Drafting
of the Law on the Protection of Youth from Drugs, Gambling and the Prevention of Trafficking in Children and Infants
corresponding Regulation with immediate effect. All contracts on the adoption of children signed between them are invalidated of the Republic of Serbia, both domestic and foreign “NVO”; - International obligations – Determination of the actual state of internationally assumed obligations and their review;
- Foreign policy – Redefining the personal principles of foreign policy with immediate effect and drafting the Law on Foreign Affairs;
- UNMIK – Raising the issue of fulfilling the UMNIK mission and implementation UN Security Council Resolution 1244/1999 with prompt action;
- UN agencies – Redefined membership statuses and corresponding implementation of existing contracts with UN agencies, e.g. WHO and others;
- UN Convention – Prompt implementation of international UN Convention, ATT (The Arms
Trade Treaty) which is in the Republic of Serbia

Redefining membership status i
financial obligations of the Republic of Serbia in
various international organizations and forums; - Russian Federation – Consolidation cooperation with the Russian Federation on the basics of constructive reciprocity;
- Force – overview of the situation in the Judiciary, the police, the secret services, and the Serbian Army with a proposal for the necessary measures
- Suppression of foreign influence in Serbia –

- Land registry – Cross-section of land in the land registry with proposed measures for remediation and rehabilitation and drafting of the Law on Катастар and legalization of illegal property;
- Cross-section of the economic situation in the country – Establishing the current economic and the financial situation with a special referring to foreign debt, obligations and interests;
- Preventing Money outflow –
States of Money outflows are immediately prevented and redirection to the national budget; - Examination of suspicious products –

(Belgrade on the water, EXPO, subway, national stadium, etc.), with a proposal for prompt corrective measures; - Redefining the rights of foreign companies in Serbia – Section of the apartment in the office and projects of which the main carriers of the foreign company’s work are, with a proposal for prompt corrective measures;
- Foreign banks in Serbia – Cross-section of the status and business status of foreign banks with a proposal for prompt measures;
- PIO fund – Cross-section of the PIO fund with a proposal for rehabilitation and recovery measures and the drafting of the Law on the PIO fund;
- Prosecutor’s office and police for the fight against the mafia and organized crime –

Minimum selection criteria PRESIDENT OF PVS:
- Male or female;
- Passport holder of Republic of Serbia;
- Proven patriot and fighter for unity Serbs;
- Accomplished on the business front, donor and patron of the Serbian people;
- Accomplished on the business front, donor and patron of the Serbian people;
- Proven connoisseur of Serbian economic and political conditions, Serbia’s position on the international market and ways to getting out of the economic crisis;
- Incorruptible, steadfast, determined,
fair, impartial; - Non-partisan personality;
- Without a criminal record, with at least 30 years of experience on the domestic and international political and economic scene;
- Ready for any life for the welfare and prosperity of the Serbian states and the Serbian people;
- Top connoisseur of world economic and political relations;
- In contact with the presidents of the Government and the countries affected by the Republic of Serbia and
Republika Srpska; - In contact with the prime ministers of the EU and Asian countries;
- In special relations with Russia
by the Federation; - Able to authoritatively manage and coordinate a team of professionals;
- Known, recognized and appreciated both in the country and around the world;
- Willing to work for 12 months as needed full-time and without compensation;
Minimum selection criteria PVS COORDINATOR: - Citizenship of the Republic of Serbia;
- Proven professional in his field
areas; - At least 20 years of professional experience;
- Attached CV with past work results, written action plan proposals and proposed initial solutions for the position of coordinator for which he is applying;
- No criminal record;
- One has not been a member of SNS, SRS, SPS, LUL, DS,
g̀17+, DSS, LDP, LSV and any of the members of the former and current ruling coalition (from
the times of Slobodan Milosevic until today); - Reputable and proven scientist, professional, businessman, socialite
worker, farmer, domain/
housekeeper, etc. Results mean first of all; - Ruthless and unwavering in the fight against autocrats, corruption, the mafia and
organized crime; - Willing to work for 12 months as needed full-time and without compensation;
- Incorruptible, immune to foreign embassies
and intelligence services; - Willing to bear any kind of responsibility for the unlearned and given.
Constitutional and legal aspects of formation PVS: - All elections (local, parliamentary, presidential) held in the Republic
Serbs from 2012 to today are in contradiction with the Constitution of the Republic of Serbia, specifically in contradiction with the Constitutional Preamble, Article 1, Article 2 in its entirety, Article 3 in its entirety, Article 5 paragraph 4, Article 6 paragraph 1, Article 8 paragraph 1, article 52 paragraph 3, which the Government of the Republic of Serbia and all other ministers makes it illegal and illegitimate, and all decisions made are legally null and void; - All elections (local, parliamentary, presidential) held in the Republic
The rooms from 2012 until today are in contradiction with Resolution 1244/1999 of the UN Security Council – UNMIK
Regulation no. 16/2001 koom se ypehyje i
regulations held at all levels of elections at
AP KIM; - The “Government” of the coalition was doing the opposite
to the Constitution of the Republic of Serbia, Article 124 and Article 125 paragraph 3, thereby attacking the constitutional order; - The resolution of the European Parliament, from February 2024, established that “because
persistent and systematic abuses of institutions and media by the current ones to gain an unfair advantage in the elections by succeeding the last parliamentary and local elections in Serbia fell below the expected standards for a candidate country for EU membership”, with the conclusion of
the necessity of conducting “independent
investigations by respected international legal experts and institutions on irregularities in parliamentary, regional and local elections, with special reference to the elections in the city of Belgrade”, by which the EU clearly put until
knew that all existing local and parliamentary structures established after the elections of December 17, 2023 are illegal and illegitimate.
